It's a 168 pages long, so I haven't gotten around to reading it, so I'll just go off what PC World says. 
Patents will be granted to those that file and get approved first, which puts America in line with how it works with the rest of the world.
Third parties can challenge a patent approval within 9 months. This should help weed out patents that shouldn't have been granted in the first place. Apple spams the USPTO with vague or generic patents, hope this puts an end to that.
USPTO actually gets to keep it's money (government can't steal it to pay for other things) and this means they should be able to afford more resources to speed up the patent approval process (they currently have a 700,000 patent backlog).

I hope this helps, because our patent system is broken. IMO when you patent something you should have 5 years to produce it or it expires.

It does not solve the underlining issues. It could help in some area's though which is nice.

Hopefully they fix the Filing of PAtents years after the technology is already in use. Some company filed and got a patent for the underlying basis of all MMOs and then sued and has won in some cases for a technology they did not invent and was in use before they existed.
