If you were to post this over on the Bethesda forums you'd be flamed alive. I'm still iffy on if it uses all 4 by default or not though.
1) It is a Gamebyro Engine (updated by Beth and called Creation Engine)
2) In past Bethesda games with this engine there are multiple ini tweaks required to get it to work better on multi-cores.
