They will create a great bill that would do something really wonderful the people want but they put something in the bill that the other side just cant go for no matter what. This causes the other side to not vote on this wonderful bill and the side proposing the bill hope it hurts them politically. A game

Ron Paul puts forth these types of bills all the time and so do many politicians. John Kerry regularly does this too.

Also if there is a bill that is unpopular but it must be passed because the people in the dark smoky rooms the special interests want it passed the congress will then pass the bill late at night some time when the press and people arent paying attention.
