I care not for a text book legal definition, I am asking what in your mind defines an illegal war.
Also which Presidents of ours, if any, are guilty of this and why? Should they go on trial? What in your opinion would an adequate punishment be?

If it violates treaties we have signed or UN mandates with which we have joined it is illegal IMO.

Obviously there has to be some sort of enforcement mechanism in place, though, or the legality becomes irrelevant...which is the main reason why you'll never see a president prosecuted for something like that.
