Honestly I don't like it when candidates think they know what they are doing too much because it is usually a really good sign they are clueless. Romney is smart enough to know that it will be a lot of work to produce his first real budget. (They usually don't have much time to produce their actual first budget so it is really their second one that tends to be the most representative of what they want to cut)
It is not hard to run some polls to figure out what answer will play well.
