I found some places I go where they are on welfare they get there brand new apartments and pay like 30 bucks a month for rent. But its supposed to be for just them, then they move their BF/GF and family in and drive escalades and crap. The system really sucks.

Public Housing Authorities are locally governed (the governor of your state appoints the board). If you are unhappy then let them know.
Some places that offer "$30" a month rent might be tax credit properties and are privately owned. You will have less success getting them to enforce leases in this case because there is less political recourse.
