Good luck with rares

Are rares completely random, or is a player more likely to get a rare that benefits them.
The reason I ask, is that I don't play a lot, but have found 2 rares in the past couple of weeks.
My UA found a UA rare and my war mage found a war magic rare. I thought this was interesting.
