Hi if you get max in any craft can you salvage anything or just whatever your craft is like. Can i get max spell crafting and then salvage cloth or chain or anything, or do i have to have like max clothworking to salvage cloth or whatever the craft for making armor is?

Also whats the quickest craft to max if there are faster ones?

Matters not what your main crafts are. You need metalcrafting, clothworking, leatherworking, woodworking to salvage

You don't need to max anything to salvage. 900+ metalworking, woodworking, leatherworking, clothworking will do nicely.

Cheapest and easiest way to do this:
1) trinket to 500 in each of them. Total cost about 10g.
2) 200 tailoring. Cost <1g.
3) 200 armourcrafting. Cost <1g.
4) 100 weaponcrafting. Cost <1g.
5) 300 fletching. Cost about 5g.

At that point, you should be about 900 in each secondary, and able to salvage anything that comes along.
