Recently bought a new machine
AMD Phenom II X4 925 2.8Ghz
GeForce GTX 460
4 gigs ram
750watt psu
Winblows 7 64 bit
DX11

Latest drivers, bios, etc.
Clean installed daoc, loads great and so long as I'm just running around, everything runs smoothly. However, spell animations(even just the animation of your character casting, with spell effects off), combat, even hitting nearest enemy, causes me to frame skip. And the amount of frames skipped is worse depending on the number of objects my computer has loaded. So, for example, I made a new character and casted spells(spell effects on/off, made no difference), melee'd, hit nearest enemy, etc in the courtyard and had very minor frame skipping. But once I moved out of the courtyard and towards where the battle for the tower was taking place, any of those actions produced significant frame skipping. In RvR, combat drops me down to a slideshow at best, even 1v1s. I've made sure to turn off shadows, reflective water, basically game looks like it did in 2001 on my machine right now and still having those issues, lol.

Any ideas? Wasted a day messing around with stuff to no avail already.

When the problem occurs, what does the PLF meter show?

Have you tried completely removing the video card driver with a utility and reinstalling it?

Yes, the meter shows and yes, I've done a complete wipe and reinstall of the driver. Did the same with DirectX as well.

I do not think robbie1687 meant “does the meter exist?” or “is the meter on the screen?” but

What is the status that is shown by the meter? What is green? What is yellow? What is red?

Yes, I should've clarified. What I meant is that the framerate indicator shows the frame skipping by going to yellow/red.

Just some WAGs.

Check to ensure the video card has both of the 6 pin power connectors plugged into the PS. If these connections are inadvertently not connected it will cause severe FPS problems.

Your PS should have more than one rail to supply power for the components. Make sure the entire computer is not drawing power from one rail (leaving the other rail unused) or the rail being used could be overloaded.

Make sure the GPU fan is running up to speed and use a temperature-monitoring program to ensure the GPU temp is not excessively hot. (New cards can have faulty fans)

The connectors are all good and no, it doesn't use just one rail.

The GPU is running pretty cool actually, doesn't go above 30C. I haven't bothered messing with OCing anything while I'm just making sure everything is stable and works.

I should've noted that I can do things like stream Heroes of Newerth or Starcraft II with no issues and 45-60FPS. It's only DAoC. I can even run older games like SC:BW without issues.
