Hi if your character is already 50 in a skill does +11 help at all? or is there no effect? I thought maybe it helps with higher level pve mobs. Does it or is there no effect beyond 50?

It'll help some in PvE, but not worth fretting over unless you're a blockbot or pbae caster.

ok well this is for a 50 ice wiz that will pretty much only do rassa.

It won't help with spells being resisted, since that's based on the spell's level.
It'll help some with damage per spell.
