I noticed that the NPC in TNN does not sell any Legs or Boots in Scale for Dragon Scales, yet I see people wearing them. Where do they come from?

If you are talking about the dragonslayer armor, you have to buy two stones for 150 scales each (Last page on merchant -think its the white stone..Slayer weapon is the purple stone for 500 scales)

Then go visit the lurikeen standing at the entrance to the city in dragonzone, all up north. You must have neutral faction, else
guards will attack you, but you can get neutral by doing 1 or 2 quests at the tall firbie near the bindstone, outside the city.

When you return and talk to the luri, he offers you armor pieces in trade for the stones. Accept this, and he will take them from your inventory, 1 by 1.

Click on the armor piece you want, and voila.. you got it. Then do this for the next piece.

Hope this little guide is understandable, else Ill try and explain a bit better =)

Thanks for the info, was also wondering (as it has been 10 years since I played), however I was told all armor and weapons like the dragon scale will decay when repaired. I remember, (but could be wrong) as long as you had 100% qual and con you never lost the item, thus why crafting it like that was so important when I was tailoring. So in short does all gear decay so you lose it now regardless of its qual and con percent?

There are a number of items/sets that do become damaged and thusly lose condition but do NOT lose durability when repaired.
A partial list:

Epic armor
Champion weapon
Dragonslayer weapon
Dragonslayer armor (from the quest, turning in stone mentioned in above post)
Artifact armor
Artifact Weapons
Artifact jewelry

I think the Epic dungeon (Tusc Glacier, Cear Sidi, and the Hib dungeon) falls into this category as well, but I am not sure.

All crafted items lose durability when repaired, but I seem to recall that some items actually had MORE than 100% durability and thus would not lose durability for several repairs. I know this applied to Artifacts when they changed the costs associated with repairing them the first time.
