This is the first artifact I have ever tried to get. I'm fairly new to the game but I went to Oceanus and bought credit for the egg of youth with glass. I took it to the Sphinx behind me and got credit for the artifact. I head over to the scholar and try to give him the completed scroll and the chat box says he doesn't want it. If I type in /quest, it says "Egg of Youth Encounter, completed." Now did I miss something?

It sounds like you are doing it right.

Make sure you are lvl 45+
Make sure your class can use the artifact
Make sure you are handing in the scrolls to the correct npc

You do not give the book to the NPC, you click the NPC (Oceanus Affairs if you are activating Egg of Youth)wait for the menu dialogue to show, click on "Egg of Youth" and then the NPC will ask you for the book, THEN you give the book, not before.
