How do the free levels work?? Does it compensate for time away from the game or logged on?

You get a free level every five days regardless of how much you have played. You must earn a level by yourself in between every free level. The last point at which you can get a free level is 47.9 (just before you hit level 48). Hold the mouse cursor over your XP bar to see when you are eligible for a free level.

Another bonus is "rest XP". This is a kind of compensation to those who do not play very often. Always log out in the capital city, this gives you the most rest. Next time you play, you will automatically get bonus (rest) XP when you grind (kill mobs, not quests). The longer you have been inactive, the longer this bonus will last.
