Translation: features like account splitting require more staff members than a single secretary, who is employed just to answer the phone.
As I recall, when account splitting was first introduced, Mythic required some form of photo ID and utility bill scans be faxed do them. Back then, Mythic only wanted to let people do account splitting to move characters to the accounts of other people in their household. Blizzard, on the other hand, was/is more than happy to let you move characters around to your heart's content.
