Can you be lvl 49 and active and /use mad scalars for its shape chage, or it is lvl 50 only?

49 is fine.

pretty sure its 45+.. so i think that answers your question.
In fact you'd be smart to get all the arties you need at level 49 so that by the time u hit 50 the arties are level 10.

I get arties at level 46, as all of them are possible to activate by then.
