... Is there any word yet as to when the artifact replacement will be fixed ? and where this apprentice Learon is located ?

No word as far as I know, but I'd imagine they'll have to fix it in the next patch cycle at the earliest (or a minor patch if there are enough bugs to warrant one).

It's not just a bug with artifacts. It's also with champion weapons. Currently if you turn in your champion weapon it disappears and you don't get the new one back. So don't try to swap champ weapons either for a while.
