I was hoping for some clarification on a few things:
The item delv says 50 for things like legendary weapons / slayer items and TG/Astral chest pieces yet I see them in some CV temps. I assume the stats and toa bonuses do indeed work, but the procs will not fire until you reach level 50

Correct, the bonus level is around 46 on a lot of ML10 gear, so the item will effect you stat/resist wise, but the procs wont till you reach 50.

some stuff does have a level 50 bonus level though, so make sure you check this out before making template. I made this mistake - made a LHoV template for CV shaman, bought it all, SC'd, and then realized mistake.
