Is this happening to anyone else? It's only when I play my Minstrel too, and usually shortly after I load into somewhere.

I was experiencing a bad lag, but not quite LD, on many of my characters. Can't remember which feed it was in, but someone suggested deleting the .ign files. I did that and it fixed my issue. It also deletes all your settings though, so you have to redo all your ui settings. Since you're only having problems with one toon, shouldn't be that bad.
