Nah, they up the Delve level so the spell is less likely to be resisted, arrows cant be resisted, however they may miss. Dont use the focal myth it wont effect. At least I cant think of anything it would effect.

Ok thanks..
now what about say shaman desease spells? focal myth helps this not be resisted in PvE only? but what about the RA ability focus, works on resisting in RvR?
????

It should work in PvE as well as in PvP for shamans, however only in PvE can it get higher than 50.

you can't go beyond level 50 with Mastery of Focus , but you can use the focal to achieve that.
It does also increase damage on high level monsters and the difference is quite noticeable.
My Bainshee with focal was hitting for 390~ and my Bainshee without it , for 240~
