Correct it's only 39, it doesn't cap past your current level.

Same with envenom, you can spec 39+10 but it doesn't give you access to lvl 49 poisons

Speccing 29 stealth will be enough

I thought that it had to do a bit with the MOB and/or enemy player level as well as the level of the infiltrator.

Example: A level 50 infiltrator with 45 stealth and +10 to stealth would be a level 50 stealth when up against a level 50 player and when the infi was up against a level 40 player they would be 45 stealth but when the infi was up against a level 55+++ mob the infiltrator would have an effective 55 stealth.

So, a level 39 infiltrator with 35 stealth + 10 to stealth would have 39 stealth when up against other level 39 players but if the level 39 infi went to the frontiers, up against a level 50 player the level 39 infi would have an effective stealth of 45.

I was always under the impression it caps at your level but I have no evidence to support that.

Either way, no reason he would/should be roaming NF at 39.

I would just stick with keeping to composite of your level

I agree.

The example was just to show how the system worked. The only time I recall players using the extra stealth past 50 was to sneak past the guards in the old relic keeps (and perhaps to sneak past high level mobs in DF).

(Edit: but then my memory could be failing and I could be totally wrong about it.)
