This application has failed to start because because MSVCR71.dll was not found.

My machine crashed last night and re downloaded decal and my scripts but when i try to run decal i get this message. I am sure there is a fix for it but I couldn't find it when i looked on the help site. Any help is greatly appreciated because I go out of town next week and will be on dial up =(
