Sorry if I seem a little dumb when it comes to this but I don't get what Decal Hotkey System is and why I have it. I've run decal with and w/o it checked and it doesn't seem to serve any fucntion whatsoever.
What am I missing?

It's an interface for plugins to provide mappable hotkeys that don't interfere with other plugins hotkeys.
It's meant as the central source for all plugins to provide hotkey functionality... unfortunately a lot of plugins with hotkeys don't use it, and it ends up conflicting a lot, but for a lot of plugins, it allows you to specify all your hotkeys in one place, and DHS then watches for the keypresses and sends the appropriate commands to the plugins.
I believe at minimum the It! line of plugins use it (although you wouldn't be running It! plugins with LifeTank since that would be a EULA violation) But there used to be more before ToD broke many of the plugins.
