I remember a few years ago there was a plug-in where you could set which skills you wanted to raise, and it would tell you were to put the xp to get the quickest outcome, is there anything like that still around?

I think the name of the plug-in is XPMizer.
I dont think its supported anymore.

SkunkWorks had the Skills v0.9 character planner macro available, which was much better than XPMizer. It was basically the same thing as AC Planner, but without the ability to save any "What If's" that you did.
So far as I know, XPMizer and Skills were the only plugin character planners and AC Planner was the only desktop utility planner. Unfortunately, none of them have been updated for ToD.
Beorn of Mirkwood was working on re-writing AC Planner, but quit because of real life issues. He's made his code available, but, as of now, I've seen nothing posted about anyone taking over the code.
