I believe what Drakier is getting at is that all the graphic information is stored inside the dat files. The missing piece is the 'how'. How does the client software know which graphic elements make up a Male Tusker? More importantly. How does the client take these graphic elements and render them together to make a complete model?
I do not believe there is anyone that knows this information that willing to share it. I think it is fair assumption that there are present or past Turbine staff that know this answer but they are not going provide it.
For the mapping information, you might want to talk to developers of some of the mapping programs or route finders.

M and AC:TOD dat files. Both AC

M and AC:TOD use the same physic and graphics engine.
