No. Some classes have it, but it really does not impact as much as you think.
Class balance however, does.

Buffing in WoW can't really be compared to buffing in AC. The buffs in WoW aren't necessary except in Raiding environments where you might get anywhere from 1-10 buffs, only a few of those being "cast" buffs. I'm thinking of too many special cases and types of buffs in WoW that I know I shouldn't go into them here.
In short, most classes have buffs they use on themselves and most classes have some sort of raid buffs or party buffs. They're still nowhere near the number AC has and my opinion is that they aren't as necessary as AC's are.

There aren't nearly the number of buffs in WoW (per person).
However, in AC1 it's also possible to get equipment to completely self-buff you, and you could just run around and be at full readiness all the time. Most people don't bother, and sacrifice equipment self-buffs for items that give special buffs above and beyond spells, and cast (or use buff-bots) for their spells.
