If there is enough interest I can try and make it faster for goals using multiple attributes that are far from current stats. Feedback is always welcome. I also have no idea how to write a decal plug-in but if someone wanted to convert it for decal and automatically have it load all your stats, then PM me about that as well.

The program takes all of your unbuffed values so the fastest way I found to get unbuffed if needed is to use an olthoi statue and let one of the flying paradox ones unbuff you. Let it unbuff you a few times until it stops saying spells are coming off.
Here's what the program does:
1) Let's you design your character's race, skills and attributes and it will tell you what level you need to reach if you are including skills you haven't trained/spec'd yet.
2) It lists all of your trained/spec'd skills and secondary attributes (health, etc) and let's you choose goal values that you'd like to reach. You can put goals for as many skills, secondaries as you like.
Note: This is what I'd like to make faster. If you have many skills that use multiple different base attributes and the goals are very far away, it can take hours - otherwise it's usually a few seconds to a couple of minutes dependind on how many attributes are involved.
3) It includes experience used on current and future augmentations and if attribute augs are used it takes those into consideration on the character design page.
4) It includes the bonus skill points that you can get from quests.
5) It will tell you what to raise your primary attributes to in order to minimize the exp used to reach your goals. It will tell you how much exp total you need above what you've used so far.
6) It will tell you the minimum level needed to reach all of your goals include skill set, augs and exp in skills.
7) If you spec a skill already trained, it will adjust the skill level the way it does in game based on exp put into that skill.
8) You can look browse the data used for the calculations and if Turbine changes the level cap or exp data you can update the files.
9) You can save any number of characters (e.g. Char 1 Current, Char 2 Current, Char 1 - Level 130, etc.) and arrange them in a list in any order you want into a character set to be reloaded later.
10) It tells you the maximum reachable values for each skill if it's Trained and if it's Specd, so you can compare during creation what you'd be giving up by not spec'ng
