Cant Get Decal to work.

Every time i try to run decal it opens up saying it cannot run without 3D acceleration enabled. I thought this was automatic now, However i dont know how to turn it on if not.
Also Every time i try to update my XML files it fails and crashes My Decal.
Anyone heard of this problem before?

3d graphics accel is a video card setting.
