Was wondering, I wanted to chat in game with a friend who is not in game, and it appears that with Lifetank I can see what he sends, but I cant send anything to him. Is there a different IRC plugin or a way to fix LT?

You should be able to talk through LT to IRC
Just use /i to communicate
Such as:
/i this message would be sent to the irc channel
