I think it would be nice to have a stand-alone program of that, not inlcuding the add/remove/browse buttons
just to use it to keep your plugins up-to-date and find new plugins ect.
or atleast be able to point the url to the decalplugins.xml to some place else

Yeah, I've considered doing something like this. Wasn't sure if it would be worth the trouble.
