Decal and New computer

Just got new computer (Vista) amd I can't seem to get decal to work? I downloaded everything but when I hit the update button a box pops up that says "A file being updated is in use - close programs and try again"
I have unistalled and reinstalled to no avail and keep getting this box pop up and decal won't load?
Help greatly appreciated!

Never mind, I got it  Third times a charm I guess. Unisntalled/reinstalled one more time and this time it took? Oh well I got it working anyway!
