Annoying DirectX 9.0 Error with Decal

Im on a vista x64 OS. I load decal and log in game. The first character logs in fine. Everytime I swap character I get the directx 9.0 error. I get this error without even plugins running.
Anyone know the cause of this doing it?

I too run Vista 64x and have not gotten this error, but if your running Decal, the devs will want a Decal export
