alinco? dead? didn't know that, still use it... there is a few though. Buff me I think is one people use for quick buffing but Vtank also buffs from what I understand. did you check out the wiki in my sig under plugins yet?

virindi tank can be used for buffing, you can turn off the combat part if you want'

Please note that no tank plugin can be used at the same time as It! plugins. Please read the It! EULA.

BuffMe is the best self buff plugin that I know of (works with level 8s too). The official site is long gone, but someone has it for download here:
