And is it still needed? I had to reload WinXP and think I have loaded everything successfully but that.

I just flashed back to 2002!

It's not needed anymore, and I don't think it's even been updated for Decal 3, but I may be wrong there. I've never had occasion to use it since ToD.

I run ImpInventory on my system and don't have ImpFilter listed in my setup.
It used to be used by several plugins but I don't think they are supported any more.
