I can't remember the name of it.
Basically you would put the cords that you want to get to in it and the program would give you the best route to take. (Portal to portal)

GoArrow can do that (and more) and still works: http://decal.acasylum.com/goarrow.php
I think there were others at some time, but don't think any of them survived after ToD.
