Alinco 3 only seems to work for one of my characters, is there a work around for that?

On first character, it works fine.

On second character, it is empty, even the option page is blank

Where did you install Alinco? It could be that the config files for Alinco is stored in a protected directory. If you are using Vista or later and you installed it under program files it could cause problems.

Saw information on that before I installed,

I installed all decal addons on c:\acplugins\

I'll try deleting it and make sure it didn't default on me.

Post a decal export. At the top of the export menu there is an option to include path locations, please enable that.

You need to remove the items that say <no version> from decal. Open up decal and select those items and hit the remove button. Next, Try disabling all plugins except for alinco and see if you get the same error. If you don't get any errors enable the plugins again. If you start getting errors again then two of the plugins are conflicting and you will need to figure out which two it is.

Also, the alternate injection method should not be enabled. Uncheck that in decal options.

net framework 3 or 3.5 is newer then decal, so the export doesnt show it (and i don't recall you mentioning it's installed). so check to see if 3 is installed as it's a requirement for alinco

I did what you suggested and also turned off under network, Virindi Auto..., ACDC Core, Plugin Manager. And everything appear to work now..
