Decal Plugin Orderer tool request

Hi All;
I cannot remeber who created this tool "Decal Plugin Orderer" and I am grateful for creating but is there any chance of porting a 64bit version of it pretty please :-)
For thsoe that don't know this tool allows for the sorting order (from Top to Bottom) of the Plugin installed from outside of AC as Decal has an issue sometimes allowing the soprting of plugins in the order you want them to be in.

If it doesn't work in 64-bit, it is likely that it just needs to be changed in the project from "any cpu" to "x86".
