I've been discussing the development of a decal platform for another game, called continuum. Some programmers who help support this game (nobody actually works for any company, its 100% community driven) have said they are against it because the only way to do something like this is to edit the actual game client or to create a packet intercepter or a program like Cheat Engine. Is this true?

It intercepts packets and reads memory directly from the client.
