I know Good Al on FF runs a multi character portal bot, but my impression was that was a personal custom script developed in AC Tool. Is there a public decal / vvs portal bot thats multicharacter?

Typically people use Dibbot for their portal bot. It's a script that uses the Skunkworks Decal plugin. As far as I know, there are none available that use VVS.
