Thanks for the response. Here's what I have found out.
I managed to get thru on the phone to Turbine AC support today. A support ticket will be required from the customer. They got me started on the process (SEE BELOW).

Here's what the helpdesk guy told me about the various ticket fields (NONE of which can be left blank).
ACCOUNT USERNAME: the old Microsoft accont login name if you can remember it, na if not
GAME: select AC from the pulldown menu
SUPPORT TEAM: select AC Paid Services from the pulldown menu
REQUEST TYPE: select Migration from the pulldown menu
CARD HOLDER NAME: na
LAST 4 DIGITS: 1111
CHARACTER NAME: the old character name at a minimum, alt chars and mules if your can remember
MICROSOFT ZoneID: the login name from the old Microsoft account, or as close as you remember.
CURRENT WORLD: the old character's server, such as Leafcull, Solclaim, or Morningwood (heh)
SUBJECT: like any email subject line
DESCRIPTION: additional info to help them find the character...I included my old email addy for example.
Apparently, Turbine may be able to help one remember the old ZoneID. This form other posts on this subject and from the helpdesk guru today.
