Watched a video where a guy would start casting and strafe to the side while the cast finished. My character is fixed in place when he casts. Is there some UI setting I need to use to allow him to move?

Does something make you strafe faster? I can get one sidestep in during a cast. These people on the videos are moving a good 10 feet or so.

strafe can be combined with over movement directions

Ok - here is what I do.
You have to use both the arrow keys and the z and c keys.
first, hit cast
then immediatly, hold down and right arrow key, and the C key at the same time -- right when you start moving let go of the down arrow key, and you will sweep out in a wide arch.
To come back, let off of the right arrow and C key, and hold down again, and left arrow and z. When you start moving, immediatly let go of the down key.
HOlding the down key is what allows the animation to break good. If you hold on the down key your character will move very slowly.
It takes some practice, but you can get good at it.
I used to be really good back in the day, but stopped playing on my mage and lost my gift for it.
But a few weeks of using it again should get me back in the grove of things.

Press cast, then hold down these keys in the order they're typed: z, left up (to go left) c, right, up (to go right). To practice, you can press them slowly. Z, then left, then up -- 'til they're all held down. Just make sure you get them in that order, and start pressing them as soon as you cast your spell.

Select "Do Jiggle" in Advanced Options>Spell Combat?
