as in off the exit ramp and back up on the entrance ramp to see if you can get ahead if you are on the highway?
or by the same token, do you go up on to the highway and then off again to miss lights on the frontage road?

No. If I get off the freeway, it's because traffic is so bad that I'm willing to take nothing but side-streets home. Re-merging isn't going to avoid anything around here.
